  • Overview

    United Way of Pasco County (UWPC) is seeking program partners that align with our Priority Goals and Continued Focus Framework to apply for our 2024-2025 Community Impact grant. Applications will be made available to invited agencies who have passed the Letter of Intent process.

    UWPC will make funding decisions that best align with the investment strategies within our Priority and Continued Focus strategy areas. This framework is a road map for addressing crucial health and human service challenges facing Pasco County. Funding will be determined through a competitive application process, initiated by a mandatory Letter of Intent.

    Three Priority Goal areas include programs combating Human Trafficking/ Domestic Violence, Mental Illness, and Substance Addiction. UWPC is committing dedicated allocation funds for these three critical areas. Additionally, we partner with agencies in efforts to benefit Pasco County through the following Continued Focus areas: Adult and Child Abuse, Economic Mobility, Health, Homelessness, as well as Youth Success and Education.

    Applicants submitting proposals are encouraged to consider their previous award amount (if applicable) when determining the amount requested in the application. Year-to-year funding amounts are never guaranteed, but even more so, due to our efforts to dedicate targeted funding to the three Priority Goal areas. UWPC will do everything in our power to be a valuable partner to great work being done in Pasco County, but with limited resources we must be strategic in our investments.

    Requirements

    Serve residents of Pasco County

    Have a 501(c)(3) status or other nonprofit designation, as stated from the IRS

    Provide services with UWPC Focus Areas (Human Trafficking, Mental Illness, Substance Addiction, Adult and Child Abuse, Economic Mobility, Health, Homelessness, as well as Youth Success and Education)

    Submit a mandatory Letter of Intent. Deadline Monday March 25,2024

    Letter of Intent should be emailed to CommunityImpact@unitedwaypasco.org. Submissions to any other email will not be accepted.

    (By invitation only) Submit a fully completed application with required attachments.

    Present to a panel of UWPC volunteers, staff, and Board members.

    The review process will include a review of the funding application, follow-up questions (if applicable) and an agency presentation to a panel of UWPC community volunteers, staff, and Board members via Zoom.

  • Emergency Food & Shelter Program (EFSP)

    EFSP Phase 41 Emergency Food and Shelter Program Funding Grant Application

    United Way of Pasco County is now accepting applications for funding from the Emergency Food and Shelter National Board Program which is Federal funds awarded through the Department of Homeland Security.

    Qualified local 501(c)3 non-profits, governmental units, and other health and human service agencies are invited to submit applications for funding. Funds are to be used for programs in Pasco County which will improve the lives of Pasco residents.

    A local board, representing local government entities, provider agencies, and funding bodies will determine how the funds are to be distributed among local emergency food and shelter agencies in Pasco County within the grant parameters.

    Under the terms of the grant from the National Board and implemented locally, local government or private organizations chosen to receive fund must:

    • Be nonprofit or government agency.

    • Not be debarred or suspended from receiving Federal funding.

    • Have a checking account (cash payments are not allowed).

    • Have an accounting system or fiscal agent approved by the Local Board.

    • Have a Federal Employer Identification Number (FEIN).

    • Have a UNIQUE ENTITY IDENTIFIER (UEI)- (Instructions on obtaining your UEI can be found at the bottom of this section. )

    • Conduct an independent annual audit if receiving $100,000 or more in EFSP funds.

    • Conduct an annual accountant's review if receiving $50,000 to $99,999 in EFSP funds.

    • Conduct annual audit, if expending $750,000 or more in Federal funds, in compliance with the Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards at 2 CFR 200 of the Office of Management and Budget.

    • Be providing services and using its other resources in the area in which they are seeking funding and must not charge a fee to clients.

    • Practice nondiscrimination (those agencies with a religious affiliation wishing to participate in the program must not refuse services to an applicant based on religion or require attendance at religious services as a condition of assistance, nor will such groups engage in any religious proselytizing in any program receiving EFSP funds).

    • Have a voluntary board if private, not-for-profit.

    • To the extent practicable, involve homeless individuals and families, through employment, volunteer programs, etc., in providing emergency food and shelter services.

    3. Agency’s Non-discrimination Policy for the Provision of Services

    4. Most Recent Audit

    5. The audited financial statement's management letter or a letter from your organization's CPA indicating no management letter was issued.

    6. Most Recent Board-approved Agency Budget

    Please Note: The attachments are required by EFSP National; therefore, no exceptions can be made and no applications with missing documentation may be considered by the Local Board.

    IMPORTANT: UNIQUE ENTITY IDENTIFIER (UEI) REQUIREMENT

    All agencies participating in the Emergency Food and Shelter Program (EFSP) must provide their Unique Entity Identifier (UEI). Agencies applying for these federal funds must have a UEI. The National Board used the DUNS previously, but the DUNS is now obsolete and is not acceptable for entities receiving federal funding. The federal government stopped using the DUNS Number to uniquely identify entities. Now, entities doing business with the federal government or receiving federal funds must use the UEI created in the System for Award Management (SAM.gov).

    If your entity is registered in SAM.gov, you already have your UEI, and it is viewable in SAM.gov. Remember, you must be signed in to your SAM.gov account to view entity records. All SAM.gov registrants have been assigned their UEIs and can view them in SAM.gov.

    OBTAINING UEI VIA SAM.GOV

    Agencies Registered in EFSP Database with DUNS

    If your agency has a DUNS number and is registered in SAM.gov, a UEI should have been assigned to your organization and you may be able to access it by visiting SAM.gov or the Federal Service Desk, FSD.gov. For more information, visit SAM.gov or the Federal Service Desk, FSD.gov.

    After retrieving your UEI, you will need to enter your twelve (12) character UEI directly into your agency’s profile on the EFSP website. Please note that the EFSP National Board staff did not assign, nor have they entered UEIs to replace DUNS for agencies currently available in the EFSP database.

    Agencies Without UEI (New to EFSP)

    If an agency does not have a UEI, it can be requested in, and assigned by, SAM.gov. Once you receive your UEI, you will need to enter it along with additional information required by the National Board into the EFSP website. It is highly recommended that agencies act quickly to request their UEI to avoid any unnecessary delays in the receipt of funding.

    After retrieving your UEI, you will need to enter your twelve (12) character UEI directly into your agency’s profile on the EFSP website. Please note that the EFSP National Board staff did not assign, nor have they entered UEIs to replace DUNS for agencies currently available in the EFSP database.

    TECHNICAL ASSISTANCE

    National Board staff may be contacted regarding the UEI requirement. However, staff cannot provide technical assistance related to the SAM.gov website; please follow the instructions on the site and reach out to the helpdesk for the website with any questions or technical needs.
